A flat, traffic-free path along the shore of Carlingford Lough, following the old railway line from Carlingford to Omeath. It's about 6km one way, with the Mourne Mountains across the water and several access points, so you can do a short there-and-back with little legs or bikes. Buggy-friendly and free. All ages.
